Who is in command of the ISS and space shuttle when they are docked together?

When a space shuttle is docked with the International Space Station, each commander remains in charge of his or her respective vehicle. Both commanders are involved in decisions that affect both vehicles or crews. Spacewalks and the transfer of equipment, food and other supplies are two types of activities that involve both crews and vehicles. Much coordination for these activities occurs before shuttle launch and continues during the joint mission.
